Today, DOT published a notice of proposed rulemaking (NPRM) in the Federal Register to amend its existing rule regarding the reporting of incidents involving animals during air transport pursuant to 14 CFR 234.13.
FMCSA REVISES THRESHOLD CRASH AND DRIVER, VEHICLE, AND HAZARDOUS MATERIALS OUT-OF-SERVICE RATES
Today, the Federal Motor Carrier Safety Administration (FMCSA) revised the threshold crash rate and driver, vehicle, and hazardous materials (HM) out-of-service (OOS) rates for issuance of hazardous materials safety permits (HMSP).
Earlier this month, FAA issued Advisory Circular (AC) 120-76B, Guidelines for the Certification, Airworthiness, and Operational Use of Portable Electronic Flight Bags (EFB). The revised AC cancels AC 120-76A, dated March 17, 2003.
NTSB ANNOUNCES REVIEW OF REGULATIONS
Today, the National Transportation Safety Board (NTSB) announced that it will undertake a review of all NTSB regulations. The review will be conducted pursuant to Executive Order 13579, which requests independent agencies issue public plans for periodic retrospective analysis of their existing “significant regulations.”

NTSB REVIEWS AMERICAN AIRLINES FLIGHT 2253 RUNWAY OVERRUN
Earlier this month, the National Transportation Safety Board (NTSB) held a meeting to discuss American Airlines flight 2253 runway overrun. On December 29, 2010, flight 2253 overran Jackson Hole Airport (JAC) runway 19 after a manufacturing defect in a clutch mechanism prevented the speedbrakes from automatically deploying after touchdown.
